The document was issued by the Military Governor Amin al-Hafez (who became president later that summer) and signed by Salah Fteih, director of the Damascus Police. It was issued to Tamim Maamoun Mardam Bey shortly after the Nasserists tried and failed to seize power from the Baathists in July 1963, prompting a severe crackdown throughout Syria.
