Bashar al-Assad, before becoming president, visiting French President Jacques Chirac in Paris on November 9, 1999

President Chirac was the first foreign leader to receive Assad with full honors of a head of state. At the time, President Hafez al-Assad was alive and it took his son another eight months to become president, in July 2000.
