The stamp issued in September 1936 when the National Bloc signed a treaty with the French government in Paris, promising Syria indpendence over a 25-year period. The stamp shows the National Bloc signing the treaty in Paris at the Quai d'Orsay. The stamp became very rare later on, because when France refused to ratify the treaty, Prime Minister gathered all the stamps stored at the Syrian Post Office, and burned them.
